When I asked why the actual award date is past the intended award date, this was the response.

"There are many factors. Sometimes when the initial notice is posted on SAM.gov these requirements are in the planning phase or require revision/evaluations which take time. It can vary per internal time frames. Therefore the intended dates may not match the actual award dates, which is the case most of the time. Can’t really go into further specifics but that should give you some idea. Hope this helps."

Luis was extremely helpful in explaining the process to me and answering any questions I had. I'm not concerned about whether this contract will be awarded or not, as I know that it will. Turns out government agencies are just like most other businesses and don't give accurate timelines either. Again though, I am expecting this any day now.
