of what was considered a Critical Material. China has a history of being unreliable supplier as a exporter.
It can use trade embargos and lacks quality controls.
Anyhow around this time there was also a Movement to upgrade "Western" manufacture into High Tech Industries particularly in German/Euro Zone and the USA. Japan/Korea. The Green Criteria especially in USA and more so in Europe especially in Alternative Energy really got a Society Push thru their Govt's.
An example is the Billion$$ of Subsidy given to Musk for the GigaFactory and the Gov't USA regulations passed in various US states particularly California that prompted hybrid/full electric vehicles.
There is duplicate legislation in Europe too. Apparently also a "Plan" 5/10/50 year Chinese Plan too.
All this prompted the New Mine Graphite Race, the 2012 Bubble of junior graphite Explorers.
BUT the central "problem" of Graphite that it is NOT a Commodity Material, a dig it up and ship it out material Market but a end user specification 'thing' got 'dismissed' or not really comprehended by 'investors'.

Such articles if you went past headlines or PR puff were using Synthetic not Flake Tonnage Demand ie Graphite ain't just Flake. Carbon ain't all Graphite. Actually Natural Flake is a very small proportion of the Carbon/Graphite Market.
