Now when a ship arrives at the receiving berth if there is an SBS and i am not talking about the fourth TV channel, but Strike by Stevedores, or as onepot put-it cock-ups by Stevedores, unloading of a ship can be prevented and this cost incurred by the buyer and not by the seller.
