I enquired with E*Trade UK after completing the on-line application form ... and yes, you need a UK Bank account.
I am presently applying to open one with Standard Chartered Jersey.
Why Jersey?
Because if you are a non European Union resident there are significant tax advantages.

Email Simon directly with any questions.

"Thank you for your email.
Yes you are right we do require for you to have a UK bank account in order to open an E*TRADE UK Trading account. You can open International offshore bank accounts in the UK, please query this with a bank of your choice based in the UK to find out how to do so. Please note that E*TRADE UK Account only provides you with the facility to trade on UK Stock Exchanges."
