Yes Gridder it is not unexpected, if you go back through the history of PCL and Tullow, Tullow have not kept a time deadline at all, they show no respect for PCL at all. If the Bombora deal goes through, it will give PCL some breathing space where they will not have to rely on only Namibia, or even better tell Tullow to F off and hope that the Namibian Government will see how Tullow have stuffed PCL around and renew PEL 37 to PCL again and leave Tullow out all together.
