All we see is constant failure to meet self-imposed time lines, some sort of negotiations with the owner of the leases, which are stalling.

If what "gomer08" is saying is the truth then why haven't the management team been more articulate with their announcements explaining it is the purchase of the quarry that has stalled and there is no threat to the use of the leases?

Confusion is no way to drive up the share price, that is done with timely, simple, articulate, accurate information that shareholders can trust.
