Windshear is a different issue to upper atmosphere turbulence ? The problem with wind shear is at low altitude, usually when an aircraft is in a landing configuration and low speed. Wind shear is capable of wiping a significant amount of speed suddenlt from a plane which in turn can produce a stall, which is disastrous. When wind shear is a risk then planes usually appraoch at a higher speed to compensate. Upper atmosphere stuff is more a sudden shift in altitude due to up and down shifts in air.
