Bitcoin isn't turing complete because a personal computer is required to send a transaction. The types of commands in Bitcoin are intentionally narrowly limited so that for example somebody doesn't accidentally send their own money around in an infinite inaccessible loop. Therefore "Turing complete" is undesirable.
