I've been searching myself and finding it very difficult to find out what the exact changes could be. Apparently they (the govt) has stopped negotiations with mining companies organizations and it is just in the hands of the politicians. There is talk of 6% smelter royalties and other goodies. In newspaper articles there is talk of the new laws taking up to 80% of mining profits and undoing the last 10 years of co-operation between the govt and mining companies, with the companies not going near DRC because of lack of profitability.
It is most likely the uncertainty of exactly what will happen that is having the most effect on the SP.
