Yes is a pity to see talented - tried and proven people move on.
Bill must have been very unhappy to oversee their departure.
However the reduction in work force in such a short period of time has been extraordinary in its percentage of the original numbers.
Drastic time needed drastic action and Bill has delivered.

2. COMPLETE SX-EW PLANT.
Nothing else!!!
Does not require large number of competent people to be available.
Once the SX-EW plant is operating and the company returns to a strong financial position there is a likelihood that some of the talented might return.
Obtaining equally talented people to replace the others should not be difficult as the number of unemployed people increases the day.
Bill has recruited top people in more difficult times.
Times when there was no unemployment and able people were hard to find.
