I think you are all being a little harsh.
"...while saving households more than $90 a year"
What a great save, my power bill has only increased $2000- a year over the last 5 years, so a $90- saving will make a massive difference. Even better, the $90- saving will be a temporary reduction in the rate of increase of power cost rises, the news just gets better.
I doubt there is anything in this policy initiative that will drive longer term power costs down.
