Your making the assumption that its illegal not to report a crime .
If the evidence is their for a successful prosecution by the guvnuts service they wont need someone to report it .
If its not reported as in a complainant from the public its like calling off a search for a lost person .
You have the right to remain silent and this goes to the both parties . If you dont speak up at the time it happens everyday in courts around Australia they will challenge the prosecution and the jury right up to the last minute before pleading or fighting .
Costs the country billions and hung up with low evidence .
Their would be thousand of people who have served imo
Weighing what they would face as jury going how much more simple would this be if it was reported at the time imo
