for the net budget saving (which was only a few billion dollars - both the coalition and labor NBN capitalise the infrastructure as an asset), and even the gross cost saving, it is a poor man's job.. why build a bike path when in a few years time you will have road trains wanting to travel the route?
abbott wants to be known as an infrastructure PM, why bother when you're going to do everything half-arsed on the cheap?
