Not everyone needs to buy a truck to go to do their daily shopping, however Woolworths and etc do.
lets put it another way
We can all drive down the local freeway at 100k and much more at 3.00am on a Sunday morning but try doing that at 7.00 on a Monday morning you might get to 40 but 15 may be your average.
Currently with my home connection I know when the kids are on school holidays because my speed drops away dramatically ... and I'm on cable. And all I'm doing is normal internet stuff like this.
