The offshore processing centres need to be emptied and the centres closed but without anybody else successfully getting to Australia. This seems to do the job.
Trump will secure his borders as Abbott secured ours. This draws a line under Rudd's folly and it would be political suicide for the ALP to ever weaken the border controls again.
