I don't think that these things work like that. The earn-in amount is small bickies for any exploration program. Nothing much can happen before significant heritage clearance. Then there has to be a program of work designed and approved by the parties to the leases and the govt. people. Only then can there be expenditure on the ground. If the spend-in has not been exhausted by then, any reasonable exploration program will be multiples of the earn-in amount.
