I wouldn't get too worried about the Port of Dar es Salaam as the Port of Mtwara appears to be coming online very shortly anyways.

Article comments from the Ports Management of the Port of Mtwara have indicated works will be completed in March 2020.

My expectation is WKT will be in production by the end of 2020 and potentially sending shipments, so if it does take them a bit longer to complete the upgrades and the new berth project at the Port, so be it ; )

As you know WKT has such a significant Free Cash Margin of $1168 USD / Ton, even if it costs an additional $60 USD / T, it really does not jeopardise the Lindi Jumbo Project.

NOW this is a whole different story for projects with far less Free Cash Margins, for example $592 USD / T, a potential $60 USD / T additional cost would eat into their Free Cash Margins by 10% and create added strain upon their project.

$592 USD / T Free Cash Margin minus $60 USD = $532 USD / T
$1168 USD / T Free Cash Margin minus $60 USD = $1108 USD / T

The significant Free Cash Margins of WKT provide ever so much insulation in the Lindi Jumbo Project, where for others it adds another layer of risk in any Financiers DD process.

If WKT has to ship via Dar es Salaam due to the Cashew Nut Season in January and February, so be it and I am pretty sure WKT is all over this ; )

Again for WKT, it is not going to significantly impact the project to be shipping out via Dar es Salaam for a month or 2, in the event the capacity is not available in Jan - Feb 2021.
