Institutional investors will invest in the company's management first, the project is secondary. IMO the only thing less compelling than the Lindi Jumbo Project is Allan Mulligan's business acumen and his ability to develop a mining project. That is why I doubt institutional investors will be interested, though that's not to say that they wouldn't participate if offered a significant discount.
