On 5th Feb 2016, MRV announced acquisition of their Granite Belt projects.
Included in the announcement was an independent report from Reseval that stated :
"RA426 a restricted area (RA) approved on 30/10/2015 that covers the Twin Hill and Silver Spur mines and covers an area of four sub-blocks
The mining lease ML5932 covering the Twin Hills silver mine is relinquished and an RA established in 2015 as the Queensland State Government determined the rehabilitation costs to be $10 million for the Twin Hills and Silver Spur mine areas
The Twin Hills and Silver Spur deposits lie within both EPM8854 and RA426. The restricted area means that they are not currently available to the holder of EPM8854"

In June 2016, the Queensland Government, in their publication “ Queensland metalliferous and industrial minerals 2015 “ confirm on page 68 that “the Twin Hills abandoned mine is 8km south east of Texas in southern Queensland and held under RA426”

On 19th September 2016, MRV announce a Maiden Jorc for the Twin Hills deposit, within EPM 8854, and describe the deposit as being a significant anchor asset to the Granite Belt Project. The announcement then proceeds to nominate a substantial silver Mineral Resource for the Twin Hills deposit based on modelling utilizing an open pit to extract the ore.

The JORC code, that governs the reporting of exploration results and Mineral Resources and Reserves defines Mineral Resource as “A mineral resource is a concentration or occurrence of solid material of economic interest in or on the Earth's crust in such form, grade (or quality) and quantity that it has reasonable prospects for eventual economic extraction.”

To have “reasonable prospects” of being extracted, would it be a reasonable requirement that the company would need to be able to access the area ?

Given that the Twin Hills deposit had earlier been specifically excluded by an independent report (Reseval) on the basis that it was unable to be accessed as it rests on a Restricted Access area, surely it is incumbent on MRV, in now believing there are reasonable prospects of extracting the silver, to explain their assumptions around how they will now firstly gain this access to the land, whether it be through carrying out the rehabilitation (circa $10M ?) and having the RA lifted or other means ??
