No, that's not what "people" suggested. What was (reasonably) suggested is, that it should be looked into who ordered the report, and why it was distributed to various parties, including the media.
It was also (reasonably) suggested that the disclaimer at the bottom of the OM report doesn't clear OM of liability from market manipulation (for example, by distributing a bespoke report to various parties, including the media).
