I think at least AGY haven't ruled out progressing with S2 ponds, in fact from past Ann's they seem to be pretty eager getting on with S2 (Including not missing out on the dry session? Otherwise why the hurry?) and the events followed suggest it as well.
Although I don't think they've exactly confirmed the above as well?.

We'll just have to wait, but atleast for now, we haven't been told we're missing out on the dry season for S2.
I don't see the point of all the yapping on fast tracking to S2 if we actually missed this years dry season, then this whole fuss would be just misleading and stupid of management.
I'll hold my faith for now and see how this progresses, management have so far earned they're respect and our trust.
