permits were a material hurdle yes. IMO, M are waiting on the 5T delivery. This is final product proof that it can be produced in large quantities. This will likely trigger binding OT which should assist in finalising of funding. I had corro with JZ and he stressed the importance of the 5T delivery.
maybe a few weeks out still but the above makes sense to me. Maybe other parties are involved? We will hopefully find out soon enough.
