That is a good way of interpreting it. As the announcement on the 7th stated that ICG was to notify the ASX on the 22nd of under subscription, if the shortfall has been taking up , there was nothing to announce.
Given ICG closed at 7 cents yesterday , people would have been soaking up any short fall shares.
Just do the maths. Get 100,000 Placement shares at $5,500 and already valued at $7,000.
Then of course you have the sweetener of 1 short dated and 1 long dated option.
People with deeper pockets can go for much larger amounts.
