This sounds that this is a little like verbal road rage

If you get others riled up with this sort of retoric, you are just as responsible for being a road rager and then they become road ragers themselves.
This occurence you describe is extremly rare and with the amount of traffic on the roads and the miriad of possible crash senarios that occur each minute on all the raods around the world... we re doing very well.
What to do about it?...
Annual testing of drivers and doing exactly what the police are contemplating now... lay charges.
Let the Law do its thing... and stop this ridiculous road rage
