1/ It doesn't. As long as the statistics are there to confirm the persistence of "the gap", you can hold that truth to be self-evident.
2/ Says it can make "representations to parliament". Parliament can then choose to act on it or not and both houses do or do not make laws based on the said representation.
So VERY little changes really, as you say. Certainly not worth all the bed wetting. I see it as just a commitment to keep on trying.
