Not so much deception, because it's in plain sight, but it doesn't take a lot of thought to understand that they intertwined recognition with The Voice in the hope that guilt would get their fairly contentious question over the line.
Without a voice element included, this referendum would have been mere paperwork, and done at the same time as a general election to reduce cost and inconvenience. Just a slightly different perspective of the current Government's monumental strategic blunder around this issue wherein they have burned an awful lot of what was a massive surplus of political capital. At this juncture it's looking like it was all for nought.
