Yes Jas, this is all part of the various acts emanating from the initial Trump Executive Order to "go forth, find and procure" supplies of the following list of 35 critical minerals, tungsten being one of them.
And in fact, due to the massive amount of expenditure to support Ukraine, tungsten is very likely high up on this list as the stockpiles are reportedly very very low.
The various sanctions that have been imposed have clearly extended to virtually an "all out" ban on these minerals being provided by, or sourced from, foreign adversaries.
Given the last 2 decades has seen bugger all new tungsten mines come in production, and those that have been operating (Spain, Portugal, Vietnam etc) are beginning to run their course.
I cannot imagine a situation whereby any company or Govt representative seeking a reliable source of tungsten would not bring Oliver and Kevin to the table
