I think the article explained it, but not especially well.
When the hail first fell there were inches thick of it. The bulk of the hail acted like an icebox, and the hail on the outside or the upper layer gradually melted - and what does melting do? And in the "inside", the hail remained frozen for an extended time, which was what the farmer found.
