That sounds like the price charged for very low volume users -- might also be compensation for the waiver of the terminal fee.
I remember a few months ago on their website they were advertising $29/month terminal fee + 1.1% transaction fee for a 'basic package' (less than $20,000/month TTV). I'm sure fees would again be lower for bigger users, where they get charged different fees depending on card type.
