I think what happened they had all the permits to start mining. And when the WA government stopped uranium mining TORO was accepted from that at the time provided they done somethin about the mine ie start up with in 5 years but due to low uranium price at time they did not so they lost the rights for that. My understanding is if the WA government was to change there policy and because the way the mineral is not very deep in the ground they could start producing with in 18 months.
I think what happened they had all the permits to start mining....
