You can't compare the US spending with other countries because of their tie up with NATO,SEATO etc.The US role for a long while has been the armed leader of these groups and has received funding to develop their arms industry and troop placements.The control of this massive military machine is what is in dispute now;the US trying to act unilaterally as a result of 9/11 is the problem that needs to be solved,not how much is being spent on arms.
