Good catch. My guess is it was the author’s opinion, but just missed a word.
The US government has strict regulations about RFP and if it was revealed that they picked the winner even before proposals were submitted, the losing applicants could sue the government.
No doubt Lynas is in the drivers seat here. Their position is so strong I fully expect them to be funded at some level. But others could be funded as well as a hedge.
