I'm not bio / medical expert here but my understanding is that acetaminophen IS sometimes mixed with Codeine in some medications etc.

In 2011 the FDA issued a mandate to reduce acetaminophen
to < =325 mg in combo products and by January 2014 to withdraw combo products containing >325mg

The article posted just refers to that process. The implication for QRX is that this may help the introduction of MOXDUO as the other products are withdrawn (assuming a positive FDA outcome here :-) )...
