I think there were laws around licensing for the commercial use of public passenger vehicles. The taxi industry was subject to these laws, Uber operated as though it was exempt. Mandatory licensing of drivers and public liability insurance. These weren't enforced on Uber because it operated under the fiction that it was just a community of people ride sharing, not drivers operating a business driving people for money.
