So why weren't the early Uber drivers on day 2 after they started business charged with receiving money illegally

Just go to any pier and catch fish and sell them to passes by, after you are booked you can"walk home" because the authorities take everything you have used to catch those fish

The government is there to control and enforce it's laws (Well they are supposed to be )
