    If I don't like the pubs that currently operate can I simply open one up and operate unlicenced in competition with those that have borne the cost of complying with regulation?

    You'd probably need to base yourself overseas, build software support packages, get funding and encourage Australians to open up pubs in their own homes. When your home pub contractors get prosecuted you provide legal support and pay their fines.
    if the concept becomes extremely popular with the public, which i doubt, then eventually the pub industry might be deregulated.
    In seriousness I believe some taxi drivers now swap between being ride share drivers and taxi drivers.
