    0950 [Dow Jones] STOCK CALL: UBS upgrades Transurban (TCL.AU) to Buy from
    Neutral and says canceling of A$2.9 billion of concession notes with Victorian
    state government and agreement to jointly fund upgrades and improvements to West
    Gate-City Link-Monash Freeway corridor, "look entirely sensible and value
    accretive to us." Lifts 12-month price target to A$7.84 from A$7.61. TCL last
    A$6.70. (WEL)
