The bids for hdr at the various levels are classic arbitrage buying. Normally if a stock looked this strong (9M to buy at 206, 400K to sell), it would move higher. Buyers are only willing to buy up to 206 at thise stage becasue the arbitrage is only of value at this level and is dependent on the price of tlw shares.
If there was real confidence in a higher bid coming in then the shaares would move up based on the overwhelming buy side strength
