It basically says they factored in conservative numbers for housing(220k housing starts to 170K).
I also believe they factored no increase to landfill prices as a result of Queensland levy.
They basically say that a $2 price target is based on "overly Bearish outcome"
A bearish update with bullish overtone?? lol, I guess they were trying to point out that even with bearish data the business is fundamentally cheap with plenty of upside
