I'd say your header is a hugely maladramatic distortion of a routine downward adjustement (to the notoriously unreliable) commodity forecasts of one investment banker.

I didn't read it. How therefore I ask myself do you differ from a regular ordinary downramper?
Low on the cost curve is always the preferred place when you have uncertainty about long term prices.
