Their view is basically that 1. it could be viewed as a credit product, therefore subject to further regulatory risks - and anticipate that the bigger APT gets, the more likely this may be & 2. They have taken the punt that the US takeup will be swamped by competition & average transaction value per year per customer will not match AUS/NZ.
