OEC entered into an agreement with UCAL earlier this yr. The deal was to produce OCP stuff for scooters etc in India. The only thing necesary is a bike maker to step up to the plate and use OCP. This action with UCAL in India may well be the harbinger of a deal to be announced shortly from India. Yesterday there were no trades in OEC, today there have been 473,300 so far.
