For research on sub sea viablity maybe look into Adelaide Brighton Cements operation in Perth. They have been mining limestone (calcium carbonate) for lime and cement manufacture off the coast of WA for years. They even have a sea bed regrassing program as our environmental laws are strickter than other places.
