I'd never seen this guy before, but he seemed quite sober and measured. If UFOs are US tech and if anti-gravitic technology was discovered decades ago (as some claim), then bending space-time would be how they move around at such speed without squashing the pilots. But that's a lot of "ifs".
The tictac was witnessed close-up by 4 navy pilots, one of them very senior. The craft they observed was either US tech or alien life, but the former seems more liklely.
