The key bit imho better summarised in this article. "Uganda's cabinet has approved a draft mining law that would allow the government to own shares in private mining operations"
Currently I take it the govt is not actually allowed to own shares in mining operations. I'm happy for the Ugandan govt to come onboard as part of plant financing, that's probably the moment this could apply to IXR. imho.
The government is trying to encourage more mining and resource development and accelerate investment so they won't do changes detrimental to that I think.
