uganda - why no logging?

hdr may have legitimately not been able to log the deeper sections but is there a chance that they had no intention of logging if they believed there was a real chance of confirming the discovery of a very likely 200m column?

some reasons for taking this approach may be,

1/ security issues related to an onshore discovery

2/ the discovery of oil destabalizing the upcoming elections

3/ wanting to wait until the general elections in 2 weeks and presidential election on feb 23 are completed. its nice to know who you are dealing with before announcing the discovery of $10 billion worth of oil in an impoverished nation. additionally, it would be good for relations with the new government/president for hdr to wait until the elections are over and announce a discovery which would make the new government/president look good.

i would read into the announcement and say they have discovered a big column but cant/wont announce the results. this is a bit far out there perhaps but they may even have received advice from the UN or US not to release results until elections over.

just some scrammbled thoughts and others may think otherwise.
