perhaps an added incentive to wait on Tiof is that the JV is able to write off all the costs in PSC B to projects within the Chinguetti EEA (ie Tiof, Poune, Capitaine, Labeidna etc). However, perhaps if Tiof is declared commercial then past costs of Tiof would have to be written off when Tiof first comes on-stream.

Just speculating...
