The control of 'human capital' has always been a socialist thing. At the time China was enforcing it's one child policy another communist country (Romania? I forget now.) was insisting their people have many kids. One country needed more parts to make their machine go and China needed less. Now that that China isn't dirt poor and starving they can use more labour.
