Well to be fair.. They were previously exempt from the laws of having more than 2 children because they were classed as minorities. It is quite obvious everywhere that Muslims normally have a lot more than 2 children. Given that that these groups are not likely to care about local laws and are only concerned about sharia law.. It's not surprising that they are being targeted to put them in line with the rest of the population who can still only have 2 kids. An 84% reduction could simply be because they were breeding like rabbits and uncontrolled.
Even govt officials are demoted or unlikely to be promoted if they breach child policies.
