An interesting tidbit is: "New Delhi has also offered to avail up to N$96 million to fund the establishment of the Faculty of Mining and Engineering and Information Technology at the University of Namibia (Unam)"
So the whole motivation on India's part is transparent...access to resources in return for some cash and technology.
